Recommendation: default to tiers 1 + 2 (no login, low traceability) and reserve tier 3 for the
specific exchanges that reject them. Note that tier 3 — and “proof of transfer” at all — requires an
in-system transfer; on anti-resale lots delivered by URL/QR to avoid a transfer record, only tiers 1–2 apply.
